No. The "confirm new email" verification step only applies when a member changes their own email address after they've signed in at least once. If an admin changes the email on a member's profile before that member has ever logged in, the change goes through immediately with no confirmation step.

When would this come up?

• An admin imports members with a placeholder email (like an @example.com address) and later updates it to the member's real email before the member's first login — that update won't trigger any confirmation alert.
• A member who has already logged in changes their own email in their profile — that one does go through the verification step.
